Mattei highlights the importance of written schemes of examination
Rotary vane compressor manufacturer Mattei is encouraging compressed air users to check they have a written scheme of examination in place. Worryingly, anecdotal evidence suggests that many organisations are not aware of this legal requirement, even though non-compliance can result in a fine of up to £20,000.
The Pressure Systems Safety Regulations 2000 state the users of installed pressure systems must have a written scheme of examination in place. This document contains information about certain items of plant and equipment that form a pressure system, operate under pressure and contain a relevant fluid. A relevant fluid includes compressed air, so the regulations encompass compressed air systems containing a pressure vessel.
The written scheme of examination contains a wealth of information including the parts of the system that need to be examined, the nature of the examinations, the preparatory work required and the maximum length of time allowed between them. The document also has to identify the competent person who has certified it.
Andy Jones, general manager of Mattei, commented: “In spite of the legislation being in place for more than 11 years, it seems that many compressed air users are not aware of this legal requirement., But with a fine of up to £20,000 for not having this document, it is certainly in the best interests of those responsible for compressed air to ensure it is arranged.

“Not only is it a legal requirement to have the document, but also to carry out the examination of the system in line with the terms and conditions it sets out, else those responsible will be liable for prosecution. Therefore, once the scheme is drafted and signed off, it essentially needs to be used as a working document to provide guidelines and timescales for the examinations to take place.”
The Pressure Systems Safety Regulations 2000 came into force on 21 February 2000 and outline the responsibilities of users and owners of pressure systems. The regulations state that they need to demonstrate knowledge of the safe operating limits, pressure and temperature of their systems, and ensure the systems are safe under those conditions.
